As you are aware, the City of Joliet is going to proceed with a vote for NorthPoint with a virtual public hearing to be held on Monday, April 13th at 5:30pm. The public is barred from entering City Hall, so the only way you can participate the day of is by registering in advance to make a comment by phone. This virtual hearing has extreme limitations that will very likely prevent the public’s ability to speak. The public is REQUIRED to register to make a public comment — and the deadline to complete this registration is this upcoming Sunday (Easter Sunday) at 5:30pm. The City will not accept same-day registration attempts. If you do not register online, you cannot speak.

After you have registered, on the day of the hearing the City will then call you. You won’t know exactly when, but at some point after they open public hearing at 5:30pm, the CITY will CALL YOU. And you only have FOUR rings to answer your phone before they hang up and move on to the next. People are also limited to four minutes of speaking time. The City will not allow for question and answer or cross examination of the witnesses. So much for due process.
HOW TO REGISTER TO COMMENT
STEP 1: Visit the city of Joliet’s temporary meeting procedure website – clicking this link will open that website in a new tab: https://www.joliet.gov/departments/city-clerk-s-office/meeting-schedule-procedure/city-council-public-comments
STEP 2: Scroll down the page until you come to the form (it’s about the middle of the page and looks like the image below):
STEP 3: Complete the form. Select “SPECIAL MEETING OF THE CITY COUNCIL 4/13” and then select “PREANNEXATION AGREEMENT…” Note, on the agenda, the general “public comments” section comes AFTER the vote! Be sure to select preeannexation agreement so you can speak BEFORE the vote!
STEP 4: Submit the form. You should receive a confirmation when complete. If you do not receive a confirmation, you will need to contact City Hall 815-724-3800.
THE DAY OF THE HEARING – MONDAY, 4/13 AT 5:30PM
On the day of the hearing, the City of Joliet will call you when it is your turn. You won’t know when your turn will be, so stay by your phone. If you miss the call, you will have missed the opportunity to provide public comment. Speak your peace. You have 4 minutes. Use every one of them!
Remember, you’ll be in the comfort of your own home. Relax. Watch it on your cable access station (in Joliet), or from Joliet TV YouTube, or the City’s website.
