Illinois State Representative Larry Walsh, Jr. introduced House Bill 5727, which would help bolster the rights of the people in the face of an annexation that they don’t want. The Bill, which was introduced February 16, 2018, is currently in the Rules Committee. This is a Bill to keep an eye on because if passed in time, it could give the people the power to overturn Elwood’s annexation, should they vote to approve the annexation that would allow NorthPoint Development.
